Help, the doctors office threaten children and youth services (cys) on me!

Ok, this might be long so hang with me please. My insurance does not cover urine testing, when I went to get my blood work done I was informed the urine tests weren't covered and would cost me 1700 (I have good insurance) the nurse there informed me it might have been ordered incorrectly and my doctor office would have seen it was not covered when they ordered it. That same nurse called my doctors office and told them I wouldn't be getting it (she also advised me not to as she said this happens often) and it needs to be put in differently. The nurse at my doctors (who didn't/wouldn't give a name) asked to speak to me and said "just so you know because you declined we will be opening a case with cys against you" I had a panic attack. Full blown panic attack. I told the nurse what I was told, she was appalled and said she has never heard of that and I should try to file a complaint. I have nothing to hide at all, I just don't want to spend 1700!!! Since then I have had loss of appetite, severe anxiety, stress and depression. My parents have also lost sleep over this as they too are disgusted. I plan on speaking to a lawyer but has this happened to anyone? Any suggestions? I'm in PA if that makes a difference. I just feel so depressed over the whole thing.

EDIT: One of the tests is a drug test, and an alcohol test which they claim is given to everyone. I would 100% pass I'm just not willing to pay out of pocket.
