So my class took a test and most of us did good and our professor thought we all cheated and told us  “I was watching you guys through the webcams” I really hope not but it could just be a scare tactic￼

Are you on zoom doing the test?? Or in a room outfitted with cameras?? Then yes it is legal. If he hacked into your webcam then that is not ok but if you are doing a test via a zoom or online class then yes they can be monitored. Are you hoping he didn't because you find it creepy or because you cheated haha.

If it was done over zoom and you were all on I would think he said it as a joke, if you were not then it’s a little inappropriate and illegal to be watching you on cameras but unless you can prove it I wouldn’t worry.
