Help, with my strong- willed toddler

Has been since an infant and still nursing and co-sleeping in bed at 19 months. I nurse 2-3 times a day (morning, nap, bedtime) She won't sleep unless she gets nursed and she has full blown tantrums that escalate to the extreme. After we do time-out in her crib and she screams and cries. Soothing her with white noise, calming voice, cuddling, taking a bottle, a lovely to bed isn't working. The only way she sort of chills is when we raise our voice. But don't want to make it a habit. Any tips how to handle this?
