The rise in the cost of housing - how can this be solved

So I live in a cheaper area in Southern California. The cost to buy a house is outrageous and the cost to rent is outrageous. My father in laws landlord is selling the house so he needs to find a new place to rent. I’ve been looking and even the crappiest apartments are $2,500 a month and he only makes $2,400 a month. He makes over minimum wage (15 a hour minimum wage is 11 here) and still can’t afford to rent the cheapest place. Even just last year he could afford it and now this year prices have skyrocketed. There is a good chance he will be homeless despite working a full time job. There is no doubt that when the rise in minimum wage goes in affect the prices will go even higher.

How can this be fixed. How can we live in a society where the cost of shelter is unaffordable to minimum wage worker or in his case someone who makes more than minimum wage. There use to be a time when apartments were the low cost living option and now apartments have become unaffordable.

When we got people who work full time jobs and can’t even afford to own or rent shelter than we are heading in a real bad direction. Will this only get worse or will this be fixed?
