Was told I was miscarrying but Hcg still doubling?? Help!

So i was supposed to be 6 weeks on 4/2. I had some bleeding on 3/31 and on 4/1. Had my Hcg drawn around noon on 4/1 and my Hcg and progesterone were fine. Hcg was 8,742, progesterone was 23. Later that day I had a “gush” of blood. I was told to go to the ER from my OB so I did. By the time I was seen in the ER it was 11pm, at that time my Hcg went down to 8242. They did an ultrasound and pelvic exam. The ultrasound was normal and counldnt rule out miscarriage but the doctor seemed concerned by my pelvic exam because he said my cervix was “open”. Long story short, they told me it was highly likely that I was miscarrying. I had my Hcg drawn again today and it almost doubled and was 12,947. I’m so confused...... so am I miscarrying or not?? Please help!!

Edit: I know I need to follow-up with my OB. I’m gonna call her first thing tomorrow morning. However, just wondering if this has happened to anyone else? Just looking for a little hope I guess. I’m just really confused.
