Baby’s last name

Wasn’t sure what group to post this in, sorry!

My daughters father and I aren’t together and not really on good terms. However I’m close to his family and although I don’t want to give my baby his last I don’t want to upset his family if I don’t. I was told if I give the baby his last name I would regret it bc there’s certain things I wouldn’t be able to do without his permission. Does anybody know if that’s true? Also, if I hyphenate our last names for her would I still have to have his permission on certain things?
