Apartment related

So I moved into my apartment today. Before we moved anything in we did that little inspection paperwork. We found cockroaches. The lady tried to act like we moved furniture in with bugs but we literally had nothing in the apartment yet. We were there maybe 5 minutes. I have a feeling they are going to charge US for it. I will seriously raise hell. I just want to know if anyone knows how to handle this kind of problem. I took pictures of a few that I found but it might not be enough to convince them. Help please!
