does anyone know why this is caused? happens every time I shave and only in this area on both legs? know how to prevent?

Like the other comment said it’s pretty unavoidable. On the plus side that also means it’s common. 
I just try to shave REALLY slow right there. It helps a little bit I think

It’s happening because the hair in that area is thicker and more coarse so it causes irritation to the skin when shaved. 
It’s normal and there isn’t much you can do other than laser hair removal unfortunately 
You can try a product called “tend skin” to help with razor burn
