piercing trouble, but it’s about the skin around it

okay. so. NO one told me i was supposed to rinse of the saline after using it twice a day so for about three weeks i’ve been letting saline sit on my eyebrow. it’s now a very hard... itchy, red, irritated mess. it’s terrible. is there literally anything i can do to fix my skin at this point? how long should i wait till after cleaning my piercing to wipe the area down with water as well? it’s also not an allergic reaction cause this only started maybe last week. its an almost 1 month piercing.
