it would be a red flag purely because safe sex is important to me, and if we weren’t exclusive and he wasn’t having safe sex with others, that would make me uncomfy. but if this was a past thing, then i don’t cares. someone’s past is someone’s past and if they have a negative test by the time i am sexual with them, what does it matter

Yes because he wasn't practising safe sex. 
Maybe he has learned his lesson but personally I would not want to take the chance that he hasn't
