Anybody Have Any Idea Ever This Could Be?

My 4 year old daughter has had these bumps on the back of her upper arms and her calves for a few months now. (They’re more red on her legs) She complains about it being itchy sometimes. I lotion her and even use Vaseline every time after bathing her. Nothing is helping. They’re not going away. Her aunt on her dads side has eczema, and I’m starting to think that that’s what it is. What could I put on it to settle the inflammation/bumps and itchiness??
