Anyone know anything about DIY tye dye?

My daughter did a tye did craft at daycare and came home with instructions on how to care for it.

It said:

Rinse the item to get access dye out

Soak with water/vinegar solution to set dye

Hand wash

Air dry

Well as soon as I rinsed the extra dyes out (I waited two weeks to do so because we went on vacation) - the item turned white. The dyes literally washed right out before I could even soak it.

She tye-dyed two items that day. I’ve only rinsed one so far. I’d like to not mess up the second one. Please advise!
