Is this CPS call-worthy?

*I have posted about this before*

My sister (K) is newly 16 and has a lot of anger/mental issues. I’ve questioned whether she is bipolar because she shows some signs in my unprofessional opinion. We also grew up in a toxic household - my dad is an alcoholic with narcissistic tendencies, my mom is a pushover and can (at a handful of times) be unintentionally toxic and neglectful too. K has always been hurt by my dad’s (lack of) relationship with her, but I never understood how much until I learned that she cut her arms bad with a steak knife after a fight with him a few weeks ago. My mom knows and also was told by K’s doctor (MONTHS ago) that she needs a therapist but still hasn’t.

I told my mom that she could get in trouble and she made the excuse of “oh well they’re probably backed up with the pandemic so she’d be on a waiting list” “We’ve had CPS before” “I’ve been putting it off but idk why”. My dad doesn’t know that she cut herself because she’s worried about his reaction. So instead she just keeps trying to encourage her to not cut by telling her that she should stop so she can wear the shirts she likes. But yet. When I tell her that dad should really make time for K she says “well he gets busy with work, but the intentions are there” (but then sits outside and drinks for two hours during the week and all of his awake time on weekends) 🤦🏼‍♀️🤦🏼‍♀️

I think she’s just worried K will tell about my dad and CPS will get involved. I just don’t get how they can see her in pain and not help her. She has been texting me and it really hurts that I legally can’t do much to help.
