How to make this document readable? Help!!

I was sent (intentionally) a picture of a document via text that was unreadable (too blurry). Long story short, I need to read the document. Is there any program or software available to turn the unreadable picture into a clear picture so I can read the document? For context, this is a personal matter where a family member is trying to do something sneaky financially and I need to read this document. The person was told to scan the document, but because they are being dishonest, they refuse to do so.
