Screaming after bath?

My baby loves taking a bath. She doesn't cry at all when I give her a bath. Once I take her out and bring her to her room to put on lotion ( warmed up in my hands) and PJ'S she will have a meltdown. Her face gets red and she is screaming at the top of her lungs like I am hurting her or something. Even when I pick her up she will be pretty hard to console. Does anyone else's baby do this? My firstborn was nothing like this so this is new to me. This baby is high needs and very sensitive.
