Making the First Move

Long story short, I met this guy last year and we really hit it off. We talked at the bar for over an hour and he added me on every social media there is the next day. We chatted some after but it fizzled out. Fast forward to this week when I liked him on a dating app. He liked me back and we talked some but he left me on read. I can’t tell if he likes for the woman to make the first move or if he’s not interested. Should I ask him out or just move on?
