2 week old hates being swaddled?

My son is 2 weeks old and has just decided he hates having his arms swaddled at night. We used to use a swaddle where his arms were wrapped and he loved it for the first 2 weeks but the past 3 nights hes been screaming every time we swaddle him. I know startle reflex can hinder their sleep so is it ok that i have his arms free at night? Or should i still be swaddling his arms and maybe going up a size in the swaddle?
