Weird penis-related question

My 5 year old keeps complaining their penis is sticking to their scrotum and they don’t like the way that feels, which is causing them to constantly be grabbing at their genitals trying to unstick everything. Any other kids do this? Any ideas to make them more comfortable? All through babyhood I was told baby powder is a no-no because they can breathe it in… would it be okay at this age since they can turn away? There are no rashes, redness, anything concerning down there.
