How can I respond to an I miss you text without saying I miss you too but not also not being rude. Something that means I care and like that they said I miss you but not I miss you too.

For me this depends on if you're responding to a friend or ex/romantic situation. If it's an ex or something then ask why or what have they been missing? If it's a friend I would be like "hey it's been a little while, how have you been?" The latter is probably a safe response for both.

This depends on who it is 
If it's a friend and you want to keep the friendship ide say it back otherwise it definitely comes across hostile 
If an ex or some toxic person your not wanting to connect with then you can just say 
Hey how's it going over there? Or how you doing? 
To not reciprocate that sends a loud message so make sure whoever your responding to is not somebody you want to keep close.
