calling cops on neighbor?

i live in an apartment, the people next door have 3 kids a newborn maybe 3 year old and a maybe 7 year old. they are constantly verbally fighting. and they smoke weed so heavily i can constantly smells it in my apartment. their 7 year old has been banging on his door for 30 min now calling for them. it smells like weed really bad rn so i know they recently smoked. i asked him if they were home and he said well the cars there and i asked if he needed anything. that was 10 min ago i went outside again to throw trash away and he had walked over to his friends and was coming back and he looks so sad. it’s literally neglect
