If the level was lower than the thousands there's a small chance it's a vanishing twin, but nothing will be visible on an ultrasound that early. There's also the chance of an ectopic or pregnancy of unknown location, or a chemical (the most likely scenario).
If the level was in the thousands, it's more likely to be an ectopic or pregnancy of unknown location, but could also be a chemical as well. Something should be visible on an ultrasound with levels in the thousands. 
If you're deeper into pregnancy (doctors don't generally do hcg checks past 7 weeks or so, so this would be extremely weird) then it could be normal plateauing of your levels. This is usually levels between the tens of thousands and hundreds of thousands. 
If you're early in pregnancy and your number is extremely high (tens of thousands or hundreds of thousands) it's also possible it could be a molar pregnancy. These are extremely uncommon. 
There are many possibilities, and your options are likely narrowed to 'wait and see'. Most of the outcomes when this happens, unfortunately, are not good.

I had bleeding that stopped, my hcg raised by like 20 pts over 48 hrs, after that I started bleeding more heavily, retested hcg a week later and my levels were zero. I had a complete miscarriage.

If you don’t feel comfortable you can ask for a ultrasound to check things out! 
I had a miscarriage late 2020 I started bleeding the Saturday and by the Monday morning the bleeding had stopped, they told me my body probably didn’t complete the miscarriage and wanted to give me some tablets, I asked for a ultrasound first just to be sure!
