Eczema or something else??

So about 3 ish months ago I shaved the entirety of my arms (all the way to my hands as you’ll see lol) and I was lazy with the upkeep and forgot to moisturize afterwards even though I have super dry skin. I’m pretty certain that is how this little rash thing popped up.

I’m quite prone to contact dermatitis, and other forms of eczema, and just wondering what this is. I’ve been using regular moisturizers and creams with it but it’s still here after months.

(Also the tinier bumps surrounding the area only popped up a couple days ago after I itched the area quite a bit)

Also I’m aware it kind of looks like ring worm, but I’m confused as to how I would have gotten it as nobody in my family has it, I don’t go to the gym (or really anywhere because I work from home) and I don’t have any pets.
