Kinda looks like a heat rash, which is consistent on where the location is. As you fold your arms heat gets trapped there that can cause the rash.

Looks like it could be eczema or contact dermatitis. Maybe try some otc cream for that and see if it helps, or see your primary care practitioner if it is really bothering you. Don't scratch it if it is itchy.
