Potty training 2.5 year old

So I just started potty training my daughter. It’s day 2 and things aren’t looking good. She has a speech delay so it’s hard for her to tell me exactly when she has to go. We have not peed in the potty, only a little after she was already peeing and I moved her.

She has been holding it in and waiting until I’m like 5 feet from her and then pees. I immediately put her on her potty and she holds it and whines because there is pee on her legs. So I clean her up while she is on the potty and remind her this is where pee goes. Then she gets up, and within minutes she’s peeing again and we restart the cycle.

What am I doing wrong?
