Breast bud in one year old

Her doctor mentioned it to me at her one year appt to keep an eye on them as they are suppose to go down before 18m

She’s 19m today actually and one side looks like it’s going to normal but the other side is still a pretty good size breast bud. I always thought it was baby fat.

Is this normal?

Does one breast bud go down before the other?

I messaged her doctor but I’m just nervous for her now if something is wrong.
