How should the criminal Justice system handle cases where young children are the suspects?

Just a heads up, this post involves disturbing details of a deadly assault.

I don’t know who all has heard, but I live in New Jersey and this is a pretty big news story here at the moment. A man in his 70s was beaten by a group of 7 children. They were caught on camera beating this man with a traffic cone and banging his head on the sidewalk. They were seen laughing and taking videos by surveillance cameras. The incident took place around 2-3 am in late June. Today, two young boys turned themselves in for being involved. They are not currently suspects for any crime, but labeled as persons of interest. The boys are brothers and only 10 and 14 years old. 14 is young, but 10 is shockingly young and I genuinely have no idea how that could even possibly be handled.

Of course, it would likely depend on just how involved they were in the beating, but then what. I just don’t know. I’d like to hear others opinions on this. It’s very tragic and my heart goes out to this man and his family.
