18 month old won't sleep

My 18 month old will wake up at night and be up for up to, sometimes over, 8 hours just jumping in his crib and screaming(not angry screaming). It never matters how early or late we put him to bed, he does this every night. Even the days he doesn't get a nap, he'll pass out at like 5:30pm and then wake up at 8 or 9 and be up until 3-4am. He sleeps in the room with his 2 year old brother and often wakes him up because of this. And no moving them in separate rooms isn't an option. What can we do to stop him from waking up and being up for hours on end?? Any advice is appreciated!
