Report as stolen?

Advice needed. I moved to another state a few months ago and had to leave one of my 2 cars at my mother's house. She gave me permission to leave it there and I left the keys in case she needed to move it to a different spot in her driveway. I had the intention to go back and get the vehicle or try to sell it and I told her this. She said my brothers dad (who she is not with ) wanted to purchase it for my brother. We talked and he tried low balling me and telling me he would *try* to figure out payments. I told him to let me know. Months pass nobody ever mentions him buying this vehicle. I reach out to say I am coming to collect the vehicle and I get a message from my brothers father saying I will NOT get my car back unless I pay him over a thousand dollars. What ?!? Come to find out my teenage brother (18 in highschool.)has been illegally driving this vehicle for MONTHS! NO insurance and it is NOT up to date on registration!! My mother HANDED HIM THE KEYS without my permission. His father never reached back out to me because he has a free car for my brother. Now that I want my car back he's claiming they put a lot of work into it and I will not get my car back without the money he supposedly spent. Even though I haven't received a dime for my vehicle. I'm disgusted behind belief at both adults (my mother and brothers father) for doing this not only behind my back but also knowingly putting myself and my brother and other people at risk knowing he is uninsured and not even legal at all. His last 2 vehicles he has wrecked. I don't know what to do as I don't have a thousand dollars to just pay to get MY car back from a situation I didn't put myself into. My friend advised me to call the police and report it as stolen to get it out of their possession and off the road. Should I?
