Am I being scammed?

Moving into a rent house that has a mold problem. Put a $700 deposit down and was told by landlord that she is getting a carpenter and insurance adjuster out to fix the problem before move in. I asked her to sign a paper stating that she will get those people out to fix the mold. Next day she texted me “we can’t sign a paper”. See texts below. Does it sound like I am being scammed out of my money? EDIT; the pictures added out of order. The first screenshot is them admitting to saying they were getting some people out there, the 3rd pic is the next day of her telling me they can’t sign a paper, the 2nd pic is them telling me why they can’t sign a paper
