Any tips for a congested newborn?

My baby is 1 month old & I’ve noticed for a week or 2 he sounds super congested. I’ve noticed it a lot more at night. 
Any tips? Could this be the reason he doesn’t like a pacifier?? 
I’ve been sucking it out with the nose Frida & using those drops in his nose but is there anything else I can do..?
Also- when I used the sucker some blood came out. Should I be concerned?

I’ve thought that my newborn has been congested since coming home from hospital he’s now 2 months old and I’ve been to the dr fir checkups and I always ask her if he is congested because he sounds like it and my dr took a listen and she says he’s clear that newborn sounds like that. I don’t understand but I trust it. I would take the baby to his/her pediatrician so you can have a ease at mind at what it is.
