Moving in

So me and my bf have discussed moving in together more then once but everytime we have an argument he will say I don't think we should live together yet bc we need to work on not fighting as much (we fight maybe once every 2 weeks if that). I told him that fighting is normal and that no relationship is perfect (maybe I'm wrong) then he'll be like oh I can't wait to live with you when we're in a better mood and I'll be like you just said we shouldn't 🤷‍♀️ He literally goes back and forth on what he wants. I don't know if maybe it's bc I have 2 kids (he also has a daughter) or if he just doesn't want me living there but it's really starting to get annoying bc I just want a clear answer. I'm moving out of my apartment in January (horrible neighborhood with horrible neighbor's) and I told him that I'll either have to stay at my moms (plan on paying off my medical debt and saving money to buy a house) or move 3 hours away to stay in my friends guest house which would technically be more helpful for me bc my mom doesn't have much room and then he'll be like well then how are we going to work being in a long distance relationship.. I don't know what to do bc he wants me to stay here but not with him and I would rather not stay at my mom's due to my sister already living there. I can't afford a different apartment as I can barely afford this one I'm at so I'm stuck between a rock and a hard place.. I'm so stressed out trying to figure out where I'm going to go.. How do I handle this? I love him and I already told him I'd love to live with him but it's like he's afraid to..
