His apology isn’t enough

Hey guys,

So my partners done something bad, I can’t quite say what it is, but it is something a simple “sorry” will just not cut. He’s brought me flowers and said sorry, but this is no where near enough. He always disrespects me and says sorry and I forgive him. And that’s the problem because he can just get away with things. What would you guys accept as a decent apology/ what effort would you expect from your partner as a sincere apology?
