Condoms irritation and cuts

Hello everyone for the last few years I have been using condoms and every couple of months the same thing happens. I use them and they cause irritation and sometimes tearing (very painful long term). the tearing stays for about two months (only heals withought having sex). I have seen the doctor many times and he's done test all came back negative. I'm perfectly healthy and we even use lube but for some reason it just keeps happening. (I have no kids btw) I have even decided to take birth control to try and lower my libido so I have less of an urge to have sex. I was wondering if this has happened to anyone or if anyone knows what I should do?
