Clomid and opks

Hi ladies. This is my first Clomid cycle. I saw my doc on CD 6 so that's when we started the pills, CD 6 through 10. My doc said we should bd on CD 11, 13, 15, 17 and 19, and I have a progesterone draw on CD 22. Today is CD 12 and I've been doing clearblue digital monitor opks... still showing low. Is that normal? Will it show high or jump straight to peak because of the Clomid? If it stays low, that will mean the Clomid didn't work, right?
