3 years and waiting

I been TALKING to this guy for 3 years off and on and we're still not in a realtionship we bearly started using "I love you" a few months ago things are going really slow ... I mean I love him but I want to be in a realtionship! Lol it's kinda driving me crazy he wants to have a kid by me so bad but won't even commit to me being his girlfriend? Doesn't make sense please help ?!
