Sex Offender

So I'm watching Crime Watch Daily and this 19 year old boy name Zach Anderson is on the sex offender list. The thing though is that he had consensual sex with a younger girl who lie about her age she said she was 17 which is legal age to consent in his state but she was actually 14 . I feel so bad guy because this whole guy life was destroy because this girl lie about her age and I feel like he shouldn't be on the sex offender list. Even the victim and the mother felt bad and said they didn't want him on the sex offender list. He can't even live with his parents because he can't live with someone under the age of 17 and he has a 15 year old brother. I feel like we need to reform the sex offender list especially with reasons like this. What do you guys think?
