So long as one testicle works, he can get someone pregnant. It's just like a woman with only one working ovary. Can still conceive. If he's been neutered by the accident, ie, no testes in the sac, then there's nothing to make sperm. Would be the equivalent of a woman having her ovaries removed. No eggs.
