Im always cold (even indoors). My finger nails go a slightly purple and i get red patched on my hands.
Im vegan if that makes a difference

If it's constant get checked out by your doc. Poor circulation is possible and there's a syndrome called Reynaud's that a lot of people have causing poor circulation and symptoms like yours.

Low iron.because of you not taking enough from food you should probably talk to your doctor  and get some vitamins

have you had your levels checked? are you making sure you're getting enough iron? when my iron gets low I can sometimes feel cold, especially in the extremities, feet and hands.
