Little Brother

My little brother has always gotten everything he wanted. As he transitioned from 7th grade he started to change. He began to be very disobedient and nothing no one said to him got through to him. Not even the police scares him. He's now claiming he's in a gang. There was an incident w/ the police & my brother was running & he pushed the officer out of his way. He was not charged with anything but he did go to juvenile for one day. Btw he's 13 however he looks as if he's 16. Idk what can be done bcs my parents did discipline us he just turned out to be the oddball. Currently he doesn't live with us. Are there any suggestions on what can be done
