Relationship advice

So ive been talking to this guy since the beginning of this year and he lives like 4hours away from me with no car. We have mangaged to see each other three times now, but this third time he says he doesnt want a relationship right now because he has no time, he wants to focus on school and   work; the next thing you know we are kissing and things get a little heated. Ugh he is giving me mixed signals and idk how to handle them.
