When does innocence end?

So I read a creepy post on here that sent jitters down my spine about a woman who was mad her sister-in-law  (10) reported her brother-in-law  (13) for rape because they were "Experimenting" with each other, kissing and fondling.

So I am curious, where does the line of experimenting and intention meet?

As in what age is there a knowledge of what is right and wrong?

I beleive in only one definition of innocence and that is this:
"Innocence is to live without the fear or knowledge of sin" 
So meaning anything considered sinful or bad really. That's why I consider andimals and small children innocent always.

I had two problems with that post, a) should both of the kids have known better than to be expiermenting with a sibling? Like maybe cousins i could understand but a sibling at that age? And b) can we say victim shaming to   Automatically call the little girl a lying bitch? Seems to me they wouldnt have removed the boy from the  home without some kind of evidence of wrong doing and they would have exAmined the little girl to get that evidence.

10 is old enough to know better. Not that I understand people leaving kids alone long enough to fondle each other to begin with. How do you not notice and stop them?? It's vile.
