Boners....??

So me and my partner want to have sex more often but he cant get hard. He says its not me and ive tried to focus on him and do exactly what he likes in foreplay and other things but he still has trouble. Once he gets hard he can keep it easily its just getting him past half hard is really troublesome. What can we do?
