It can be, it just depends on the guy. It's not unnatural. 
As for one for one, it's a fair deal, but it can be tricky to keep tabs on it and you don't want it to become a whole thing of "I went down on you three times last week, pay up". As long as you're both satisfied sexually, you're in the green zone, whether that be with a roughly one for one ratio or a little more or less.
