Unable to use tampons/ have sex

I'm 16 and cannot use tampons, have sex, or get anything in my vagina because my hymen only had a tiny hole in it. I also think i might have vagiminus. I have told my mom but she just said that tampons aren't for everyone. However, this has been really bothering me for a long time now and i don't know what to do.
