My boyfriend told me he is fixed but why when we use a condom i noticed he cums in it takes it off goes to the restroom fills it up with water to see if it is leaking

He's totally lying to you. A man who is legitimately "fixed" would not have any worries. And if you're dedicated partners for a long time, he probably wouldn't even use condoms since he woundnt be producing sperm. 
The fact that he's freaking out and checking means that he's lying. 
I would ask for his medical record of it. 
Idk how you and other women think of that, but when I met my husband and we got to be serious, I knew he had a criminal and drug past and whatnot, so he openly handed me his records of background checks and court docs to prove that he never once lied to me. So we have an open relationship in that we do not hide paperwork from each other like that. 
That's why I feel that you should be allowed to ask for your SO's paperwork of this vasectomy or whatever he claims to have done since he's acting so suspicious.
