Eye contact with strangers/in public?

Is it just me or do you also avoid making eye contact/looking at people when you're in public. I'm either on my phone or look straight ahead. If I do look at you, it's usually to appreciate a pretty girls outfit or makeup or you smell amazing; that'll get my attention.
