Came for yearly Pap smear...

In 2010 I had an abnormal pap smear and was told I had HPV. Since then I have had a yearly pap smear and all have come back normal so the hpv went away on its own thankfully. Today I'm at the doctor for what I scheduled to be my yearly pap smear, and they're trying to tell me it's changed to every 3-5 years now instead of yearly and they won't do it? For starters, when did this change occur? I've never heard about this...secondly, how can they deny me a pap smear if I wish to have one!?
