What does this mean?!

Ok I've been talking to this guy for about 2 weeks he's a dominate and I'm a submissive I've been looking for a partner for sometime now and I met him on tinder "website to hook up" which he's super cool hot and he's a cop which is such a turn on for me. BUT he has yet to give me his number we've been talking through tinder this whole time. And I was starting to think maybe he's a catfish or married or something so I kept making comments about him being a catfish and he added me on Facebook which his profile was totally legit friends family all of that. So I just let it go and kept talking to him over tinder well today he asked for nudes which I'm down since I plan on him being my sexual partner and he gave me orders saying to text his number only send 3 pictures he'll send one back then DO NOT text his number again and continue to talk to him over tinder until he allows me to text his number no questions asked. And I find that very strange I have took into consideration that he might be married but there is no sign of that on Facebook or a relationship of any kind. What do you guys think the reason is? I'd flat out ask him why but I'm his submissive and he told me not too.
