Concerning ultrasound

At our 8 week ultrasound the doctor said that the baby only looked about 3-4 weeks developed. This could mean that the pregnancy is just much earlier than we thought, or the baby stopped developing. Have to wait a week for more tests. Has this happened to anyone else? I don't know of I should be holding out hope or preparing myself for a miscarriage...
