Somebody please explain this to me!

I just went in and got checked if I'm dilating...Im 37+5...she said while checking me that I'm like half a cm...then she marked on the computer that I'm 1cm..but she said I'm BARELY 1cm....and I'm 70% effaced minus 1 she said...I don't get anything she said. She said I'm thinning out but what's the difference between thinning out and being dilated?
